Waste Recycling Policy - College Road North

AVDC Liberal Democrat Group Policy with respect to Waste Recycling at College Road North, Aston Clinton

1 We support, in principle, the use of "power from waste" technology to burn the county's unrecyclable residual waste,; noting that the technology is much improved from the previous generation of incinerators.

2 We continue to support a household waste recycling centre at College Road North

3 We support the existing allocation of parts of the College Road North site for strategic employment purposes. The provision of new jobs is essential to the sustainability of the planned growth of nearly 10,000 houses around Aylesbury and, given its proximity to the A41, College Road North is an ideal location for such jobs. Accordingly, we cannot support the re-allocation of any of the land currently planned for employment use to the provision of waste disposal facilities. In that context, the County's proposals for the College Road North site are completely unacceptable.

4 We also note that the use of this site would be contrary to the County Council's own policies. Specifically:
a) Under WDP6 (i) existing waste management sites are to be preferred and College Road North is not such a site;
b) Under WDP6 (vii) there should be good transport connections including, where possible, rail and College Road North site is completely dependent on road access from a single road (A41), is very poorly served by road access in other directions and is far from any usable rail link

5 We believe that insufficient consideration has been taken of the negative impact of the site on the Chilterns AONB.

6 The site would appear to be very much larger than is needed to consume Bucks waste. We are not opposed in principle to an energy from waste plant that imports waste from other counties, if that improves the financial and environmental efficiency of the proposal, but any site that is relying on imported waste must have adequate rail connections, which this site does not.
